Expansion and Increased Utilization of DOPA

The District Opportunity to Purchase Act (DOPA) promotes affordable rental housing by maintaining the status of existing affordable rental units as well as identifying additional properties within the District that could become affordable housing. I think we can do better at maintaining affordability in housing and also in increasing the stock of affordable housing throughout the city.
I will propose creative ways to increase the stock of housing in the District that include using unutilized District government properties or perhaps building housing on certain District facilities that can be relocated. Also, I strongly believe that we should consider placing negligent residential properties in receivership and then purchasing them under the DOPA program to create new housing.
